I came across an article recently talking about power (particularly Penguin's) in Gotham. It is a great look at the Penguin's ability to use his wealth and society standing to leverage himself into a formidable foe for batman.

This was a great reminder of why I like the setting so much, because some of the greatest villains have little to no "super"powers- they are suitably dangerous and terrifying, while remaining perfectly human. In a setting with marvel, or Superman, villains need to have extraordinary abilities, weird science, and wacky powers. In Gotham, power is more human, subtle and real. In BMG, these elements can be seen in the operation of the different gangs, and it reflects well on the tabletop.
So how does your gang seize power?
Money?
Men?
Muscle?
Mind?
or
Fear?
One of the reasons I like Bane as a character is that while he has clear advantages in strength and intimidation, it's his mind that allowed him to defeat Batman.
