Only Henchmen are permissible purchases. Due to no Elite Bosses, only 1 Elite Henchmen would be permitted per side.

Design Notes: I've previously extolled the virtues of some Henchmen but I think a lot of players really rely on the super heroes and villains to get the job done without trying to see how they can carry a game. Without any one super heroic character, each player would require a bit more tactics than usual. The $600 limit is to make Assault Rifles accessible, to really demonstrate what they can do. Furthermore, Assault Rifles are very effective at killing Henchmen so players would still need to be cautious in this street brawl.
While the game may have some ridiculously powerful characters, such as, Lobo, Deathstroke, Batman, Bane; however, it is important to remember that sometimes the hero is the little guys.
