Gotham Heroes - The Riddler

This is the next in a series of scenarios "gotham heroes" where one player plays as an iconic Gotham character- and the other player runs henchmen (and possibly agents and leaders- requires some playtesting). These missions are a good way to get introduced to a free agent, or as an exercise in unlocking their abilities. These are fun, but I am hoping to make them as balanced and informative as possible.

 RIDDLER SCENARIO- RIDDLE ME THIS!-

The Riddler

OBJECTIVES
No objectives are placed.

 SPECIAL

Secret ways: On each turn where the riddler token is drawn- the riddler may be placed anywhere on board- provided it is on the "ground floor" of the board

Need to ask? Riddler must place 1 puzzle each turn- at least 10cm from another PUZZLE, on the "ground floor" of the table, and within 5CM of the RIDDLER- if not willing or able, the other player may place the PUZZLE.

Solving a Puzzle (also an alternative rule for riddles in a normal BMG game)-

In this mission only the "solving" player can solve Puzzles. A character can attempt to solve a puzzle in base contact by spending 1MC to manipulate the PUZZLE-

Both players secretly place either 1, 2, or 3 tokens in their hands. once picked- players hold out their hands, and reveal simultaneously-

If the number is the same- the "solving" player gains as many VP as they guessed.
If the number is DIFFERENT- the RIDDLER player gains as many VP as the "solving" player guessed

VP
VP are gained normally for KO and casualty.
If the RIDDLER survives until the end of the game- the RIDDLER player gains an additional 2 VP
