The Most Elite Henchman

In the city of Gotham, there are many gangs that vie for domination of the underworld and while those pristine heroes can afford their fancy gadgets, it is the Henchmen that grab objectives with less than a utility belt.  Many of the underworld revel in their use of their striking Henchmen, from the colourful, demented clowns of the Joker to the brutal businessmen that are Black Mask's goons. While they might be using any warm body to grab objective, there are a cadre of Elite Henchmen that can do less with more and it is the Penguin who has access to the one Henchman that does everything.

As I previously mentioned, Penguin is one of the most flexible crime bosses in all of Gotham. His ability to hire a swarm of street toughs that have no reputation and looking to build one, all the way to buying up some of the most elite and costly Free Agents. Then there one soldier in his arsenal who is as capable as some of the heroes at dishing out damage, withstanding punishment and quickly grabbing objectives.
Twice as effective in combat than these chumps and half the price!
What makes this Elite Penguin so special is that unlike a low level thug, he has capabilities. On the other hand, because he is not some elite mercenary, his is an expendable asset if a gambit is required. Due to this sweet spot, I find that many Elite soldiers are able to punch out of their weight class.  It isn't like you need to send your heavy to deal with them, so they can grab objectives relatively unmolested. They aren't also a 140+ reputation killing machine, so you don't feel dumb just have him camp an objective. Elites also tend to be more capable in combat than some Free Agents!

Who could this super solder be? Why Penguin Emperor, of course! At 31 points, he is supremely well costed with no extraneous capabilities. He is a compact killing machine that pushes your gang's momentum into a brutal brawl.

Penguin Emperor's amazing Electric Baton deals Two Stun Damage, which places it above acceptable attacks degree. The Handy means that Emperor has a good deal of laying hurt on any model on the board, scoring multiple hits against defense deficit models while allowing for crazy big swings against high defensive models.  Mechanic also makes the weapon very good, as it is not relying on Emperor's fantastic Strength 4+, which can reduced with Football/Hockey Gear.

Keeping your models grouped is awesome, if only for the benefit of strength in numbers.  Emperor's "Follow Me!" allows for every nearby Henchmen to gain rapid ground.  With an entire team rocketing forth, it is easy to gain all the benefits of ganging up against any hard targets. With a slew of attackers in lock step with Emperor means that even with "only" Attack 3, they can wear down an opponent's defense dice before moving in with the Electric Baton. With Penguin in tow, your Band Leader can easily use Inspire to add AC dice for a more devastating offense to an already beleaguered foe. Finally, by the pure fact of being Penguin's faction means that dog-piling is easier due to Mob rule, and further damage potential with so many of Penguin's Henchmen being Mobsters.

Emperor's defensive stats are also amazing, with Defense 4 placing Emperor in Band Leader territory. This means he can easily jump on top of an objective to become a hard target of Defense 5 due to Defensive Position. With Defense 5 and a 2 Stun weapon, Emperor is a difficult target to overwhelm while contesting objectives. Football Gear compounds your enemies problems, by removing their ability to make damage stick to Emperor.  A great deal of henchmen use Sharp or Heavy weaponry to mitigate their paltry Strength scores and Penguin Emperor ignores them.
As for what gear to give him, as tempting as Thrower is it separates your speedy cluster, so I would recommend Camouflage. Emperor should be too busy for Laser, but with Camouflage he can close the distance with any gun toting opposition.

Now that you understand the potency of the Penguin Emperor, I am sure you can see how he can challenge any and all enemies of The Penguin on the streets of Gotham.
